How Much Will It Cost?

In 2002, the port expansion was estimated to cost $147 million. Now, in 2011, the cost is estimated at $1 billion. At this point, $279 million in public money -- federal, state and city -- has been spent or committed. It's not clear who will pay for the rest, more than $700 million.
